CEL-001 Case

Why FLN cells in Algeria are the current clandestine-governance anchor for the legitimacy-morphology track.

CEL-001 is the current clandestine or cell-based governance specimen in the comparative legitimacy-morphology track.

It matters because the recovered source basis is now strong enough to show a segmented authority structure, centralized direction, and secrecy-dependent routing without relying only on later retrospective description.

The repo now has two working public surfaces for the case:

  • the Soummam platform reproduction
  • a companion official Algerian government reference surface for the same congress context

That is enough to treat CEL-001 as a real case page now that the first comparative synthesis also depends on it.

Why this is the right clandestine case

The legitimacy-morphology track needs at least one case where authority is not routed mainly through public office, open law, or acknowledged institutional procedure.

CEL-001 does that directly.

The key structural move is that command, unity, and participation are preserved through a segmented clandestine organization rather than through open administrative visibility.

That makes the case useful as a control for:

  • zone, sector, and cell routing
  • secrecy as an organizational requirement
  • military-political coordination inside a partially hidden structure
  • civilian participation under clandestine segmentation
  • centralized direction without ordinary public office

The current source basis

1. Soummam platform: clandestine organization, unified direction, and national installation

The current best structural witness is the Soummam platform as reproduced by Kabyle.com and surfaced again through the official Algerian government page for the 20 August 1956 congress.

On the current settled reading, that surface preserves all of these in one authority-defining packet:

  • a clandestine revolutionary organization
  • unified military organization
  • collective direction
  • nationwide organizational installation
  • central FLN command capable of leading the revolution

This is exactly the kind of authority-defining surface the track needs: not later memory of insurgent organization, but a document reproduction that preserves how secrecy, hierarchy, and command are supposed to fit together.

2. Corroborating hierarchy surface: wilayas, sectors, and cells

The current corroborating witness is weaker and more summary-heavy, but still useful.

It surfaces the FLN hierarchy in explicitly segmented terms, including wilayas, sectors, and cells, and therefore helps make the routing shape publicly legible even where the source basis is not yet as clause-tight as the stronger anchors.

That matters because CEL-001 is the point in the track where upward visibility and review narrow sharply while local routing and secrecy become structurally central.

What CEL-001 pressures in Tonesu

This case is useful because it presses several Tonesu distinctions at once.

Pressure point Why CEL-001 matters
authority basis command does not depend on public office to become operative
routing authority descends through segmented clandestine hierarchy rather than through ordinary bureaucratic channels
participation model participants appear as cell-placed actors inside a layered structure rather than as open office-holders
review path ordinary review and challenge surfaces narrow sharply under secrecy constraints
upward reporting information and command pressure move through concealed, localized channels
publication state authority can become organizationally real without broad public promulgation

In other words, CEL-001 is not just an insurgency-history page. It is a case where the language has to decide how hierarchy, secrecy, participation, and command remain legible when the institution is not operating as an open public body.

Why this case matters for legitimacy morphology

This case matters because it occupies a structural zone that the track would otherwise miss.

GOV-001 and REV-001 give strong public-office and emergency-command controls. CEL-001 pressures a different shape: authority that is intentionally segmented, partially hidden, and routed through cells rather than open institutional visibility.

That helps keep the track from learning the wrong lesson from public-state, corporate, or religious specimens alone.

It also sits close to Arendt convergence for an obvious reason: it keeps participation, routing, secrecy, and force adjacency visible without pretending they all collapse into one generic category.

Current limits

This page should still be read as an early case page, not as a finished full case report.

What exists now:

  • a strong authority-defining public surface in the Soummam material
  • an official corroborating reference page for congress context
  • enough hierarchy language to use CEL-001 as the current clandestine-governance anchor in comparative work
  • enough dependence in CMP-001 to justify this page as a live public case page

What does not yet exist:

  • a tighter directive or reproduced operational text showing the hierarchy of zones, sectors, and cells at clause level
  • a stronger second packet for command, secrecy, and civilian participation routing
  • a fuller later-pass batch if a stricter comparison of clandestine review and witness burden is needed

So the current value of CEL-001 is as a documented clandestine-governance anchor for the present comparative layer, with source tightening still available later.

Why this belongs in To'tonesu

This page belongs here because it is not the source packet itself and not just the corpus or comparison layer.

It is the meta-level statement of why this specimen matters, what structural work it is already doing, and why it broadens the legitimacy-morphology track beyond public-office and openly promulgated authority forms.
