These batches are a structural stress test, not a word-for-word translation. The goal is to expose the places where the statute does its real work:

  1. it widens the object class from records/documents to any tangible things;
  2. it licenses collection on a relation-grade standard (relevant) that is weaker than the stronger linkage many readers hear in practice; and
  3. after the widening is in place, it tries to narrow downstream use through minimization procedures governing retention and dissemination; and

PAT-003 asks the next structural question: once the statute has widened object class and relevance, does it place any real boundary on what happens after collection?

The answer is yes, but only on the back end. The statute does not retract the earlier widening. Instead, it layers a second procedure-language that is supposed to narrow retention and outward disclosure after collection has already been authorized.

PAT-003 asked whether Section 215 narrows downstream handling after collection.

PAT-004 asks the next question: may the recipient even speak about the existence of the order?

The answer is mostly no. The statute converts the fact of compelled production into protected secret, then opens three supervised leak paths:

  1. persons necessary to comply with the order,
  2. an attorney consulted for legal advice or assistance, and
  3. other persons the Director permits.

Those leak paths are not free exits. Secondary recipients inherit the same gag, must be told about it, and non-attorney disclosure channels may themselves be reportable back upward.

That means Section 215 is now doing four different jobs at once: widening collection, presuming relevance, narrowing downstream use, and sealing knowledge that the order exists.
