The answer is mostly no. The statute converts the fact of compelled production into protected secret, then opens three supervised leak paths:
- persons necessary to comply with the order,
- an attorney consulted for legal advice or assistance, and
- other persons the Director permits.
Those leak paths are not free exits. Secondary recipients inherit the same gag, must be told about it, and non-attorney disclosure channels may themselves be reportable back upward.
