The o- scope prefix on li marks this as the aggregate collective, not any individual. Mao's formula in Tonesu is: act-beneficently toward the aggregate people. Right arm: go {ka-ra}, du {no-ka-ra} = from [war] the result is [no-war]. no-ka-ra = negation of combat = abolition/absence of war. The paradox: the means (war) is the negation of the end (no-war), yet the causal chain go/du asserts the mechanism is real. - no fa-ra lo-de-zo = no fear (fa-ra, W154) of death (de-zo, W178) = fear no sacrifice

The ; is correct: the four elements are ordered (left-to-right), but the mechanism connecting resolve → fearlessness → action → victory is not formally asserted. Mao presents them as the four conditions of winning, not a causal chain.
