| First use | S128 (CF-001-C): to-go [lo-to-re-su to-fe-su-ki ti-de] lo-ne-fe de ti-de — "If the doctrine had been published, the dispute would have been resolved." Also S131 (CF-001-F): same construction, confirmed. |
Composition
to-fe-su (W072, epistemic standards body/code) + ki (motion/becoming)
Definition
The inchoative event of an epistemic standards ruling crossing from internal adoption into published to-su status — openly challengeable by any party.
Bare to-fe-su names the body or its unpublished internal standards; to-fe-su-ki names the specific event/state-transition: the moment the standard becomes public and adjudicable. An internal ruling that has not undergone to-fe-su-ki is unchallengeable; one that has is subject to the normal epistemic-accountability framework.
This distinction resolves the institutional-capture problem: a standards body can only bind others with rules that have passed through to-fe-su-ki. The self-applying principle holds: to-fe-su's own operating rules must themselves undergo to-fe-su-ki to be legitimately binding (see notes/semantic-map.md § Domain 6, binding principle).
Notes
Flagged as a candidate at W072 registration. Corpus demand satisfied: S128 and S131 both use the form before it was registered — retroactive first-use assignment.
